MoDOT and the design team are moving toward completion of right-of-way and final design plans for the three-phases of the Route 150 Widening project. Construction of the first phase will happen in conjunction with the Route 71/150 interchange improvements and construction has started. The most intensive construction activity will happen during the summer and fall.

Length: 8.33 miles from just east of the Route 71/150 Interchange to just west of the Route 291/150 Interchange.

Cost: An estimated $30 million in construction

Design Process: When improvement options were considered, MoDOT chose those that reflected the context of the community’s needs, future development, and changing land uses. As a result, MoDOT decided to change the original rural typical section to a narrower urban/suburban section. Noise, access management, and value engineering studies were also conducted

Noise Study: MoDOT and the design team performed a noise study togauge the impact of the roadway improvement on nearby properties. Preliminary study results showed that select properties in the corridor might need sound walls, but later analysis indicated that sound walls were warranted only in a few locations. To have been eligible for sound walls, properties had to meet specific criteria.

Access Management Study: The access management study analyzedthe design, operation, spacing, and location of arterial streets and driveways along Route 150 that drivers use to enter and exit the roadway. It also reviewed the use of medians, turning and traveling lanes, accommodations for U-turns, and traffic signal spacing.

Value Engineering (VE) Study: The VE study evaluated the design team’s recommendations to identify the most cost-effective design for increasing the capacity and safety of the corridor while minimizing displacements. The study represents the second right answer for improving Route 150. Reducing the lane widths from 12 feet to 11 feet was a key study finding. Narrowing the lane widths reduced project pavement costs and brought the project within its allotted budget. It will also encourage motorists to reduce their speeds and drive the posted speed, thereby resulting in traffic-calming.

Design Elements: With the goal of keeping traffic calm, yet moving, MoDOT’s design for the improved Route 150 will include:

  • Signalized intersections
  • Lower 45 mph posted speed limit
  • Two 11-foot lanes in each direction
  • A raised median
  • Sidewalks on both sides (from Ward Road to Route 291)
  • Shared use path on the north side (from Horridge Road to Ward Road)
  • Space will be provided for a multi-use path and sidewalks in the remaining areas of the corridor

Phasing: Construction will be accomplished in three phases, beginning with the western segment, because MoDOT has acquired the right-of-way and easements at that end

  • Phase I begins from just east of the Route 71/150 Interchange to just east of Lumpkins Fork Creek.
  • Phase II connects on the west end with phase one, extending east to Horridge Road.
  • Phase III goes from Horridge Road to west of Route 291/150 Interchange.

Anticipated Schedule:

  • Right-of-way Acquisition: Begins mid-2007 and will be completed in 2009.
  • Phase I Construction: Begins summer 2008
  • Phase II and III Construction: Begins 2009
  • Completion: Late 2010

Funding: This project is being funded in part by money made available by the passage of Amendment 3 in November 2004 and contributions from the City of Lee's Summit.

Relation to Other Roadway Projects: This project is part of a series of projects to improve Missouri’s highways in the southern Jackson and northern Cass county area. Among those projects:

  • Route 150 at 71 Highway - Reconstruction of the existing interchange to single-point, urban interchange will begin August 2008 and be completed by 2010.
  • Route D to State Line completed October ’01 for $43.8 million, 5.33 million in right of way costs.
  • Triangle project – begun in 2001 and scheduled for completion in 2008.
  • Resurfacing of Route 71 – north of Route 291 to Blue Ridge Boulevard, including bridge rehabilitation in northern Cass County in 2004.
  • Reconstruction of Route 291 from Cass County to Route 50 in Lee’s Summit, including a new interchange at Route 150, completed in 2004.
  • Bridge replacement of Route 150 in Greenwood, completed November 2008.
  • Reconstruction of Route 58 from east of Raymore to Route D – last phase opened late 2005.
  • Reconstruction of the Route 71 and 163rd Street Interchange – scheduled to start in August 2008 and completed by late 2010.
  • Construction of a new interchange on Route 71 approximately two miles south of Route 58 – scheduled for construction in August 2008 and completed by late 2010.
  • Resurfacing and bridge rehabilitation on I-470 from the Triangle to Route 291.
